2.         Competency development – changing the role of the offender from passive recipient of services to an active role that allows him or her to be a resource to others
3.         Accountability – providing opportunities for offenders to understand the effect their actions have on others and develop skills/enhance strengths.
4.         Community – offer opportunities for juvenile offenders to be held accountable for their actions while giving them a chance to connect and contribute to their communities and establish or rebuild broken relationships.
Important points:
•           Restorative Justice – community plays an active role in addressing juvenile crime, sanctions address the crime committed and attempt to repair harm done, not punish (rate of victimization)
•           Can address problem behaviors at school before they rise to a level that requires juvenile justice involvement
•           Cost of court for families that are often struggling financially, length of process, juvenile court resources – higher level youth (90 Days from referral to completion of sanctions)
•           Positive Peer-pressure/Peer Influence.  Pro social peers and adults role model appropriate behavior.  Youth are more likely to have a positive perception of the justice system when sentenced by their peers.
•           What happens to non-successful or non-compliant referrals – returned to referral source, charges may resume in juvenile court
•           Assessments/Parent Involvement/Aftercare
•           Trial Flexibility: Plea in Bar [defense attorney and prosecuting attorney (and adult facilitator) talk with the defendant and parent and all come to an agreement on the community service hours] – Can be used for younger defendants and special needs defendants
