Early and Periodic Screening, and Diagnostic, and Treatment
One goal of Medicaid is to make sure children get the healthcare they need. That care includes treatment for any disability or health condition.
The right to that care is guaranteed under part of the federal Medicaid Act called EPSDT – Early and Periodic Screening, Diagnostic, and Treatment.It applies to children under the age of 21 who have Medicaid.
EPSDT says children are entitled to all rehabilitative services that are medically necessary to make or keep them physically and mentally healthy.

Smoky Mountain LME/MCO is a public managed care organization that oversees Medicaid, state and local funding and offers a comprehensive health plan for individuals and families in need of mental health, substance use or intellectual /developmental disability services.
What is the Registry of Unmet Needs?
The Registry of Unmet Needs is a registry, or waiting list, for individuals who are in need of NC Innovations Waiver and/or other intellectual and/or developmental disability services and funding. Each Local Management Entity/Managed Care Organization (such as Vaya Health) maintains its own Registry of Unmet Needs.
NC Innovations Waiver funding is limited. Vaya maintains the Registry to help identify individuals that could receive NC Innovations Waiver services if additional funding is available. Individuals are guided to other resources while they are waiting for waiver funding.
Why Is it Important to Get on the Registry of Unmet Needs?
The Medicaid Innovations Waiver help Individuals with Intellectual or Developmental Disabilities (I/DD) live a more independent lifestyle. One of the first actions to take when you obtain a diagnosis is to apply for an Innovations Waiver. This cannot be stressed enough: there is a waitlist for the Waiver, which varies by county. Even if you think you may not want or need services for your child, please apply ASAP; you can always reject the Waiver when it is offered. Please note that while Medicaid funds the Waiver, it is not necessary to have Medicaid when you apply for an Innovations Waiver.
